On 2 September police and the DHSS mounted their biggest ever operation against social security fraud. In a film shot in the weeks following that event, those involved - claimants, probation officers, solicitors and journalists-question the way in which the operation and the courts were handled. Those involved with the homeless and unemployed also question whether large-scale attacks on petty fraud confront the real issues. Subsequently, the DHSS office in Oxford has been on strike over staffing cuts, and the system itself is in crisis.
Professionals and claimants meet in the studio to discuss the long-term implications of The Oxfraud Incident.

The dilemma facing Mr Grimshaw is that whichever way he turns blood will be spilled. As a senior figure in Durham County's education office, he has to cull one or more of his local schools, for the very logical reason that the population is declining and ratepayers' money must be saved.
But for parents, teachers, villagers and children it is an emotional matter. As the harbinger of bad news during a ritual round of public meetings, Mr Grimshaw becomes the focus of local hatred. He is howled down, traduced and lampooned in song. But in the quiet of County Hall, where the decisions are made, he goes about his duty sure-footed and unmoved.
