In her native city she meets two people who share some hope for Liverpool's future, one of its Bishops and the woman who chairs the Police Committee. She visits the Chinese community, Netherley and Toxteth and concludes: 'It's too late. Someone's murdered Liverpool and got away with it.' Narration

1: The Case of the Hillside Strangler For the first time court-ordered videotapes allow a television audience to watch a mass murderer while psychiatrists, appointed to assess his sanity, interview him in prison. This remarkable television event provides an extraordinary portrait of a mass killer, Kenneth Bianchi , the American counterpart of the Yorkshire Ripper.
An all-American boy and doting father, BIANCHI strangled 12 young women, yet had no memory of the crimes.
The videotapes show how the psychiatrists discovered an astonishing 'dual personality'; Bianchi appeared to be a true 'Jekyll and Hyde', with two quite different personalities in the same body. He was diagnosed insane. Then, with the arrival of Dr Martin Orne , doubts began to creep in ... was Bianchi genuine or somehow managing to fool eminent psychiatrists? This film provides a rare portrait of a deranged mind, and raises basic questions about the criminal personality and the role of psychiatrists in court.
