This is precisely what has happened in the setting up of Schools Councils as managing bodies of Scottish schools. The film looks at this new involvement, by right, of parents, teachers and pupils and members of the community, and asks the question ' just how much control' do these new bodies have?

Are work and play as different as we think? What are the similarities and connections between what we do at paid ' work and what we do in ' free ' time? How important is class - and how do men and women differ in their attitudes to play and work. Who goes to bingo, who goes to the match? And who's doing the housework and who's in tie pub? To what extent can play, or leisure, be a meaningful replacement for work?
We talk to many people: from those whose work is the study of play to those whose work is the making of things for others to play with. The pinball and video production lines of Chicago and the tennis ball and racket factories of South Yorkshire are now multinational industries for multinational players.
