Billy has been stopping people in the street, asking them to adopt him. He has been in care since he was 5. He's categorised as 'hardest to place', not because he has mental or physical problems, but because he is 13 - a teenager.
Dave [text removed] is 43, single and unemployed, and desperately wants a child of his own. There's been a revolution in the practice of adoption recently and Dave has been approved as a prospective dad for active young Billy ...
Billy is happy about the idea because 'mums are a bit moany', and he says, 'I'm going to call Dave Daddy because he's applied for me to be his son.'
Tonight's film follows Dave and Billy as they meet and get to know each other in Lambeth and Newcastle. It charts the behind-the-scenes debate about whether a single man should be allowed to adopt a teenage boy. Has Billy at last found the dad for whom he longs? Photography
