Pius, Kate, Paul and Michelle are four young people looking forward to moving into their own flat. John, in his mid-30s, is equally looking forward to moving out of hospital back into the community. This move back into society in small semi-independent groups is reflected in the move of six severely handicapped teenagers out of a large hostel to an ordinary house.

Her experiences highlight serious weaknesses In the system of inspection and control. Yet the Government is pumping millions of taxpayers' money into the private sector, and planning huge increases for those who run the homes.
