Rail claims that unless Whitehall relaxes its cash limits even further, its trains will become slower, dirtier and less reliable. We are , says BR chief Sir Peter Parker ,

Critics say BR has overspent on glamorous high-speed trains at the expense of the ageing commuter lines, while productivity on freight trains is almost the worst in Europe.
