On the day European MPs meet for the first time in Strasbourg, Brass Tacks examines everyday life at the mother of Parliaments. In Europe, new facilities are being built. In the USA, a Congressman can have a staff of 16, and a research budget of one-quarter of a million dollars-the tools of a decision-making trade which are taken for granted.
But, at Westminster, backbenchers share offices and secretaries. For Nicholas Baker , MP, Ken Eastham , mp, and David Alton , mp, there was no research budget to be collected when they took their seats in May. Like every other British MP, they feel they cannot serve as members unless they have proper resources.

The lady they call ' The Bitch of Fleet Street' is painted by the lady whom Annigoni once described as 'the perfect English rose'.
Miss Rook thought the painting a trifle flattering, but threatened to claw the eyes out of anyone who tried to change it. Regular readers of her column will recognise this as a lucky escape.
