Thousands of Hong Kong's wealthiest families have already emigrated rather than face a future under Chinese rule. The British Government plans to offer passports to 50,000 of the colony's 'key workers' and their families in order to encourage them to stay in Hong Kong, safe in the knowledge that they could escape to Britain at a moment's notice. But will the plan succeed in restoring stability and confidence?
