Thousands of Hong Kong's wealthiest families have already emigrated rather than face a future under Chinese rule. The British Government plans to offer passports to 50,000 of the colony's 'key workers' and their families in order to encourage them to stay in Hong Kong, safe in the knowledge that they could escape to Britain at a moment's notice. But will the plan succeed in restoring stability and confidence?
And how will Britain react if the plan fails and the new passport holders decide to come here? Public Eye reports from Hong Kong and unveils the results of a new survey on the impact that 50,000 Hong Kong families could have if they came to Britain.
