Out of the rubble and mass graves of 1943 Hamburg has built housing for all its 1,700,000 citizens. The emphasis now is not on more but on better. But the huge building organisation which solved the postwar problem has become a power in the land and only citizen action can prevent the destruction of the old housing and communities which survived the war.
