In this film an outsider takes a personal look at Britain's second city, its achievements and its problems: for it is one thing to draw a blueprint of a city's future, but it may need a miracle to persuade people to accept and enjoy it.

Joan Bennett - sister of Constance and daughter of Richard - plays 'the woman in the window.' She starred as a nasty in another Fritz Lang thriller Woman on the Beach (with Joan Crawford).
