A lot of what gets done in the arts these days depends upon decisions by a small group of arts administrators. The 240 paid staff of the Arts Council will spend E70 million of public money this year supporting those artistic endeavours which they and their advisers find most worthy. To cope with this system, those in the arts seeking a grant must learn the language of bureaucracy and committee techniques. This documentary watches the system at work in the drama and touring departments, with both artists and bureaucrats trying to make a little cake go a long way.
