Elected in 1980, US president Ronald Reagan proceeds to escalate the arms race in an attempt to deter a nuclear war. Over the next few years the government ploughs vast sums of taxpayers' money into the development of new technology, the most ambitious project being the Strategic Defense Initiative, popularly known as the "Star Wars" programme.
In 1985 new premier Mikhail Gorbachev inherits the crippling financial burden of the Soviet Union's bid to stay in the arms race. He knows that if he is to boost the nation's economy, he will have to reduce the military cost and so, at summits in Geneva, Reykjavik and Washington, Gorbachev and Reagan negotiate to cut their stockpiles of weapons.
