The House of Commons, reports Sue Cameron in an investigation into the powers of Parliament, is failing British democracy. The Mother of Parliaments is a sham, a victim of badly-drafted laws, a home for backbenchers only interested in personal preferment, affected by the familiarity of civil servants with a government in power for many years, and increasingly troubled by European law-making.
From the Master of the Rolls
Sir Thomas Bingham to members of the public who have suffered because of Parliament's inadequacies, Cameron seeks testimony in discovering what has happened to the powers of Parliament.
She and a panel will discuss her film later in 's Last Stand? at 11.15pm ProducerFrank Simmonds

TonyMarchant's drama is the first of six conceivedforthe television studio, rather than the more usual mixture of sets and location scenes.
It is about the destructive potential of words, and of the use of language for deceitful purposes - privately and professionally - as well as what Marchant describes as "people trying to communicate the truth without deception".
A housewife purveys sexual fantasy over the telephone, her husband works in a heritage museum and a young man uses the phone sex line as a way out of his isolation. Eventually the three meet, with violent results.
Since the play deals largely with sex, it contains much strong language.
