Last summer, 13-year-old
Mark Woodward drowned off a crowded North Devon beach within sight of the lifeboat and a few minutes from the helicopter rescue station. His family believes he would still be alive today had the Coastguard Service responded properly to the 999 calls.
Many believe that the closure of North Devon's Coastguard Station in December 1988 is at the centre of the mishandling of Mark's rescue.
