This month the Government is expected to announce a second batch of 1 1 ' enterprise zones'. For the Chancellor, Sir Geoffrey Howe , the scheme has always been a pet project. The idea is to transform economically derelict areas -such as Dudley in the Midlands, and Speke near Liverpool - into pockets of prosperity. The method is to hand out substantial incentives in rates and taxes. But has the first batch of 12 zones been a success or have they simply shuffled jobs and resources around? Mark Rogerson reports.

Why are some grizzly bears better fishermen than others? What helps sooty terns to locate their nests in a colony of thousands? During this century scientists attempted to answer such questions and revealed the nature of learning.
In Russia Pavlov sought explanations by flashing lights and ringing bells at his dogs, while in America, scientists devised mazes, puzzle boxes and 'one-armed bandits' to explore techniques for moulding behaviour. By rewards they encouraged animals to develop amazing skills.

A generation has passed on earth since Brunnhilde was left abandoned on her rock, encircled by fire and awaiting a fearless hero to rescue her. Now that hero takes the stage: his name is Siegfried.
Mime the smith has brought up this orphaned child of Siegmund and Sieglinde, intending that the fearless boy should use the magic sword Nothung to kill the dragon Fafner He would thus win back, for himself rather than for his hated brother Alberich, the Rhine-gold and the all-powerful ring. But despite his skill he cannot re-forge the sword's shattered fragments. Wotan visits Mime's smithy. He has become a mysterious wanderer, watching from the sidelines.
The final scene, in which Siegfried himself forges the sword, is one of the most spectacular moments in the entire epic drama.
