This month the Government is expected to announce a second batch of 1 1 ' enterprise zones'. For the Chancellor, Sir Geoffrey Howe , the scheme has always been a pet project. The idea is to transform economically derelict areas -such as Dudley in the Midlands, and Speke near Liverpool - into pockets of prosperity. The method is to hand out substantial incentives in rates and taxes. But has the first batch of 12 zones been a success or have they simply shuffled jobs and resources around? Mark Rogerson reports.
