This week, a visit to the borough of Rushmoor, winner of the "best city" in the regional section of the 1995 Britain in Bloom competition. This year's organisers have enlisted the help of the whole community in their efforts to make Rushmoor blossom again, putting up hanging baskets in the shopping centre and planting flowers outside the pubs. Stephen Lacey appraises the new planting policy at Cowley Manor near Gloucester, the first major garden in England to adopt the Dutch and German fashion for naturalising perennials.
