Rapporteur of the UN Human Rights Commission on the question of mass exodus and human rights. 'So long as the arms race continues,' he said recently, 'the problems of the world's living standards will be left in abeyance and famines in Ethiopia or the Sahel will recur.' In an international phone-in chaired by Sue MacGregor , he answers questions from around the world.
