How Britain's decline might be halted and reversed.
A personal view in five parts by Ralf Dahrendorf , Director of the London School of Economics 3: Institutions
Britain's ancient political institutions. and above all Westminster, are today under strain and attack.
Once the model for the word, many people today are disillusioned with the British system which they feel can no longer solve the country's difficulties.
And it's not just Westminster. The
Civil Service, the City, and trades unions are all in turn rounded on and accused of failing the nation.
Changes in our political institutions are clearly needed to respond to this disillusionment but there can be no guarantee of the nation's recovery.

Film director JOHN WILLIAMS Series producer ADRIAN MILNE
