Third of a six-part series looking at how noted architects can transform neglected and unfashionable areas.

Sir Richard Rogers, famous for designing the Lloyds building in the City of London, is invited to turn his attention to a strapped-for-cash university in Slough, Berkshire. Excited by the project, and sympathetic to the financial straits of Thames Valley University, Sir Richard sets about building a library. But as the project teeters over budget, he has to walk a financial tightrope and overcome some disagreements with his client.
