'Here is a street on fire with barricades up. People are telephoning the police saying, "Please come, the mob is at my door. Rescue me!" What do I do? Say I'm sorry, we'll come round in the morning? Or do we try to get in using plastic bullets?'
The Chief Constable of the West Midlands, Geoffrey Dear , recalling the Birmingham riots of last year in which two shopkeepers were burned to death, defends the latest addition to his police armoury - the plastic bullet.
Gerry Northam discovers how and when the weapon would be used, and reveals the contents of a national riot manual drawn up in secret by senior police officers after the disturbances of 1981. It warns that plastic bullets could bring an armed response from rioters.
