The Government has decided that the present constitutional arrangements in the United Kingdom must be changed: 'The status quo is not an option.' It is proposed to establish Assemblies for Scotland and Wales, with different sets of powers, but nevertheless representing the biggest constitutional change this century.

Tonight, in the first of two programmes, Robert McKenzie introduces the Scottish and Welsh viewpoints on Devolution. From Scotland: James Cox puts the case that the United Kingdom Parliament is no longer competent to satisfy the needs and aspirations of the Scottish people. From Wales: Vincent Kane reports on a nation divided by Devolution.
