Re-organisation of local government has produced a confused situation regarding purely ' grass-roots ' representation. England has the Parish Council system, but, unfortunately, the larger towns were excluded when recent local government re-organisation was introduced, leaving vast holes in the representative blanket.
From a small office in Halstead, Essex, Bob Dixey , Director of the ANC Campaign, on a very limited budget, attempts to change things.
