The vast lowland tundra forms one-tenth of the world's land-mass. It lies between the tree-line and the start of the permanent polar snow and ice. It is endlessly forbidding even during the short summer which gives a brief release to the ice-bound polar bear, the walrus, and the guillemot. Then flowers bloom in these few long days of melting sea ice, thawing lakes, and rousing mosquitos.

Judged by size alone, it would hog the superlatives. But is the organisation simply too big? Has the Post Office grown into an uneconomic, unwieldy giant - or have we still the cheapest, most efficient postal and telephone services in the world?
