Recently there has been much discussion about who runs the country. Many believe that much of that power lies with anonymous civil servants; critics believe too much power, both in major policy decisions and in day-to-day contact with members of the public.
As Head of the half-million strong Home Civil Service, Sir William is responsible for the appointment of all senior civil servants. As Permanent Secretary to the Civil Service Department he was widely nicknamed ' Edward Heath's Deputy Prime Minister.' Certainly he has had immense influence on policies and politicians over the last 12 years, first running the Treasury and then the Civil Service. Yet outside Whitehall few people have heard of Sir William; or know what he does.
