"If it's a British dependent territory, basically it's a magnet for people in the money-laundering business," says Kenneth Rijock, himself a money launderer, in Islands of Secrecy, the last of three documentaries about international financial crime.
Sixty percent of the world's money is held offshore, attracted by secrecy, low taxation and minimal regulation. One US investigator believes it is almost impossible to run a serious financial fraud unless the money is put through an offshore centre.
A joint Scotland Yard/FBI team is trying to improve regulation on the islands in the offshore business but the global financial market is difficult to police. As Rijock says, "I was involved in laundering ... hundreds of millions of dollars through the British dependent territories. I regarded it as easier than brushing your teeth."
