Gravesend 64701 A report by Peter Williams .
Every month 200 people in the Kentish town of Gravesend need help from the Social Services Department. Some of their problems are slight. Others are as serious and tragic as child battering. But identifying a child who is 'at risk' involves a series of complex decisions based on knowledge, experience and instinct. When should the child be removed if at all? And what can equip a person to remove a child from his or her parents?
PETER WILLIAMS follows social workers as they face a series of dilemmas and talks to the children's parents. He examines the impact of the Government's cut-backs, not least on the training of the social workers and the morale of the people attempting to carry out a confused and confusing job in society.
