Linda is 25. She can barely talk, has no road sense, and cannot look after herself properly. Yet against her mother's wishes she has been moved from a mentally handicapped hospital into a supervised home in Oldham. She is only one of 42,000 mentally handicapped patients whom the Government says must be taken out of institutions and - for their own sakes - made to live in the normal community. David Taylor examines the reality of a policy of radical reform - a policy which has provoked widespread criticism in both hospitals and the community, and is even questioned by its beneficiaries - the mentally handicapped themselves.
