But within the Health Service people wonder where the money's going. They see unqualified nurses supervising wards; ancillary staff taking wage cuts as their jobs are privatised and even whole hospitals closing. A scandal that rocked the Government. A bureaucratic muddle that brought Britain into disrepute. Millions of pounds of public money wasted, many careers ruined. A familiar story- but this one happened 40 years ago, to a Labour government. The Groundnut Scheme was a hugely ambitious project which succeeded only in becoming a national joke.
The plan was to turn an area of Tanganyika (now
Tanzania) half the size of Wales into an enormous allotment to grow peanuts. The nuts would be ground down for their edible oil, to help food-rationing. But there was a fatal flaw - as Lord Rothschild, a scientific adviser, discovered ...
Out in the bush the 'Nut Army' had bizarre adventures. They met a local tribe, the Wogogo, who hadn't yet invented the wheel. One chief offered native virgins to an unsuspecting civil engineer from Yorkshire; another wanted to give 500 cows for one groundnutter's wife.
Fyfe Robertson was the journalist who finally exposed the groundnut scandal: 'It destroyed for ever my belief and respect for politicians'.
