104 (b) The basic duties of the police during strikes will be the protection of persons and property, the prevention of breaches of the peace, and the prevention of acts of intimidation and obstruction.
104 (c) Police officers must exercise their discretion, tact, and forbearance; strict impartiality must be shown at all times. When practicable only officers of experience should be employed to deal with the situation.
