Mr. Davies was spokesman for the United Kingdom delegation when the Universal Declaration of Human Rights was approved by the United Nations General Assembly in Paris last year. Yesterday was the anniversary of this occasion. Tonight Mr. Davies talks about the Declaration and the difficulties that are being encountered in drafting the Covenant which is the second part of the Bill of Human Rights.
