The old meanderings of Africa's Zambezi river have created numerous watering holes in the Mana Pools National Park, and herds of elephant, buffalo, eland and impala gather around them to graze on the soft green grass. But once the short rainy season ends and in the long dry season that follows, the grass withers and the pools turn to mud, forcing the animals that live in and around them into a perennial conflict as they try to satisfy their food and water needs.

One year after NATO's bombing campaign, Allan Little takes a challenging look at the reasons for the war in Kosovo, examining why - and how - the West used force to pursue what was outwardly presented as a moral crusade against ethnic cleansing. In fact, he argues, it was an act of revenge on Slobodan Milosevic and was prompted in part by guilt over the West's failure to intervene in time in Bosnia. The West, he says, made a series of near-catastrophic miscalculations and the air campaign was not simply about defeating Milosevic but about saving the credibility of the NATO alliance. See Choice.
