Incidents involving yachtsmen are on the increase in the English Channel, where 100,000 ton tankers now share crowded and shallow waterways with oil rigs, hovercraft, and weekend tailors. With the risk of marine traffic jams now near, should yacht and powerboat owners have to pass navigation and seamanship tests? Is there a case for fixed sea routes controlled by radar?
