Sir Frederic Cowen cannot be sure himself whether it was he who called this Symphony 'Welsh', although a very happy holiday in Wales was in his mind while he composed it. He says of it himself: 'It had a certain amount of Celtic flavour about it, and I expect its composition was not unconnected with the recollections of my rambles, my broken-down old piano, the hymn-singing, and the honeymooners of two years before'.

In this discussion Lady Simon will be cross-examined on the functions of town councillors and on the way they carry out their work. She will be asked to explain the part played by politics in local government, the non-political work done by councils and their committees, and the difficulties of administration. She will also be questioned on the method of recruiting the best available officials, the efficiency of committees, and how the interest and attention of the local public can be maintained in matters of local government.
