The nineteenth-century American who started Japan's education system gave his pupils the motto: 'Boys, be ambitious'. They were. The average Tokyo citizen reads five daily newspapers, and Japan has one of the highest literacy rates in the world. There are more than 500 universities in Japan, so that it is not uncommon to find bank clerks with doctorates in economics. But is it anything more than a mania for paper qualifications?
