Redeveloping decayed suburbs too often means replacing the cosiness of cottages by the inhumanity of high-rise flats. At Reporton Road in Fulham, West London, an experimental low-rise housing scheme attempts to re-create the virtues Of the traditional street while packing in over 100 people (and their cars) to every acre. NICHOLAS TAYLOR talks to the scheme's architect, HAL HIGGINS , and to a sociologist, SANDRA HILL , who was sent over from Washington, DC, to report on it.
