This year looks set to be a record year for charity appeals, not only for the Third World but for poor children in Britain.
Last April, the Government set out to help needy families by changing the Social
Security rules, targetting resources on the worst off, while giving parents more responsibility for their own affairs.
But critics say the reforms have backfired, forcing social workers to appeal to charities and telethons to meet basic needs once provided by the Welfare State.
