Patrolling the conference centre and the city were more than 10,000 armed men from Italy's three national police forces, with their guard boats, frogmen and helicopters. Out in the Adriatic an American aircraft carrier kept President Carter in touch with the world. Was there anything of substance going on or was it a public relations exercise for the people back home?
