Hong Kong keeps its precarious hold on the rump of China by the grace of Peking. A delicate and unspoken code of behaviour exists between the two countries, which is practical and by which neither loses face.
But much to the embarrassment of HM Government, a lot of Chinese want to get out of China to Hong Kong. Without visas, their best hope of reaching freedom is to swim. But there are swift currents in Freedom Swimmers' Bay, and there are sharks. There are also the patrol boats of the Royal Hong Kong Police. Whatever his private feelings, each captain has his orders, and knows what to do if he comes across freedom swimmers.
