Kojak and Gil Weaver , a young undercover policeman, have worked for months to trap Janis, top boss of a vast narcotics ring. But just on the point of success Gil's cover is blown and all their efforts are wasted. In a dangerous gamble Kojak sets himself up as bait by pretending to be a corrupt cop. But Janis has set a trap of his own for Kojak.
