A surprise attack on the USS Enterprise signifies the breakdown of negotiations with the Klingon Empire and Captain Kirk warns the planet Organia of their war plans only to find its rulers indifferent to the threat of invasion. It is a chastening experience for the representative of a great power when he finally discovers the reason for their apparent apathy.
