Many of the problems which beset mathematics teaching today can be blamed on the educational structure-on the hierarchy of examinations and syllabuses. Yet teachers need not wait for the promised land: they can do much to remedy matters within the present structure. But if we want to alter the structure, to achieve a lasting solution, we must be sure of our aims.

A programme based on the Report of the Select Committee on Public Institutions, March. 1860. The object of the Committee's inquiry was to find whether Parliament could provide more facilities for promoting ' the healthful recreation and improvement of the people,' and, if so, would the people benefit from them. Many famous men, among them, Professor T. H. Huxley and John Ruskin , gave evidence; some of the points raised are now historical curiosities, others are still topics of conversation.
