A plea for penal reform by Rupert Cross, Fellow of Magdalen College, Oxford
At present imprisonment is for a definite term fixed by the judge. Does this system meet modern needs? Or does it, for instance, militate against treating each criminal individually? Dr Cross explains why he thinks it is inadequate and he calls for a system of sentences with no fixed terms.
