Everyone concerned with reviewing the arts has to 'do a festival at some time or another. After being soaked and starved in the interests of culture last year ' the author decided to write this work. The town of Cold Umbrage is situated in the North of England, somewhere between Bolton and Liverpool.

Two talks by Norman Marsh
Fellow of University College, Oxford I-What is the Rule of Law and what is the role of the lawyer
The International Congress of Jurists held in New Delhi in January was a significant sign of the times. Mr. Marsh, who prepared its working paper on the Rule of Law, considers some of the questions raised by this comparison of legal systems and legal concepts. His first talk is concerned with definitions and his second (July 24) with instances.
