Last week the Emperor opened the first Parliament of Ethiopia to be elected on the basis of the revised constitution, which accords universal suffrage. Professor Silberman, who was in the country for seven weeks during the period of the elections, gives an account of men and movements and their response to the radical reforms of last year.
