Dr. Cooppan believes that the prevailing European attitude to non-Whites in the Union is due to their sense of being a threatened minority, in spite of their power. What, he asks, of the Indians, who form a much smaller minority and have no power at all? In this light he analyses Indian reactions "o present circumstances and policies, believing that their experience has something of value to offer towards an eventual solution.
