' It can, I think, be claimed,' says Professor Wade, ' that the two wars of this century have shown us that, as regards the civil population, freedom of the person can be jealously safeguarded and freedom of speech left largely unrestricted. On the other hand, freedom of property can be sacrificed without seriously compromising the other freedoms.'
