Fellow of Nuffield College, Oxford
Miss Perham believes the Report of this Commission, published in June, to be revolutionary in that it is highly critical of policies and achievements in the past. She examines some of its basic assumptions, particularly with regard to freedom as against paternalism; and such main issues as the political control of economic action in the changing circumstances of modern Africa.
