In the days before India gained independence, Mr. Innes was District Officer of Jhelum, a remote area in the Punjab. The warlike tribes of this district produced some of the best fighting men in the Indian Army, but these men also engaged in bitter feuds. Mr. Innes describes how it was the duty of the District Officer, with infinite tact, to administer justice in these disputes.
